Job Profile
Working under the general direction of the Superintendent Support Services, the Director of Organizational Development and Support (ODS) provides leadership and management to a multidisciplinary staff responsible for supporting the Service in the areas of policies and procedures, various forms of analysis and updates, research, trend analysis, risk, accreditation, audit, quality assurance, and performance measurements.
The Director is also responsible for public facing reports such as the Annual Statistical Report, quarterly Dashboards, monthly crime statistics, Use of Force, Bias Free, Police Vehicle Operations reports, etc.
As a Director of Organizational Development and Support you will:
- Ensure all WPS policies and procedures and publication are delivered in appropriate time frames for Executive approval. Assign resources to research specific or global policing issues and identify trends. Dedicate and manage resources to lead various strategic service wide change projects
- Direct the development of business intelligence tools that provide effective and efficient organizational reporting on workload analysis, crime trends and statistical analysis
- Direct the development and maintenance of a risk, audit and compliance function for the Service
- Lead and Manage the Division
- Engage in Strategic Leadership
Your Education And Qualifications Include
- Bachelor’s Degree in Behavioural Sciences, Business, Public Administration or related discipline
- Master’s Degree in Behavioural Sciences, Business, Public Administration or related discipline, considered an asset
- Certificate in Change Management or Project Management, considered an asset
- Minimum of 8 years of progressive leadership experience in organizational development, analytics, compliance, or related areas, preferably in a police or related environment
- Strong knowledge of Winnipeg Police Service operational processes
- Deep understanding of service policy development, data analytics methodologies, and compliance frameworks
- Broad knowledge of organizational development with the ability to perform analysis requiring frequent evaluation of objective and subjective factors to resolve complex issues in effective ways
- Strong analytical and problem-solving skills with a proven ability to translate complex data into actionable strategies.
- Excellent oral and written communication skills, with a proven ability to effectively conduct presentations, facilitate group sessions, write reports and prepare briefing materials
- Strong interpersonal skills, with the ability to engage and influence stakeholders at all levels, build consensus, generate commitment to new ideas and initiatives, provide sound advice, and handle politically sensitive and/or confidential issues with tact, diplomacy and integrity
- Ability to provide leadership at a senior level
- Demonstrated leadership, planning and organizational skills, with a proven ability to foster an effective team environment, plan and manage projects, lead project teams, and manage multiple priorities within tight timeframes
- The ability to establish and maintain a positive, respectful, safe and healthy work environment that supports the physical, psychological and social working relationships with members at all levels in a team environment

Minimum Requirements
- Canadian Citizen or Permanent Resident
- Minimum 18 years of age
- No involvement in any criminal activity within the last two years (including illegal drugs)
- No criminal record for which a Pardon has not been granted
Conditions Of Employment
- Ability to pass a level 3 Winnipeg Police Service security check and maintain clearance
- Ability to successfully complete additional training as defined by the Service
